— Assessment: Established in 2008; effectively independent but officially supportive of reunification. Clan-based (Hawiye-Habar Gidir: Saleeban) reaction to the perceived clan domination (Hawiye-Habar Gidir: Sacad) of Galmudug; the state nonetheless agreed (theoretically) in 2014 to be a component of a Central Regions state within the federal structure of Soomaaliya. Controls part of the traditional gobol of Galguduud and a small part of Mudug.
